move DNS server off sipb-xen-dev

Description
I think it's unwise for critical parts of our infrastructure (the DNS server) for booting other VMs to be hosted off of a VM on our service, since it requires strict dependencies on boot order that are hard to check.
I also think it'd be good if the a complete copy of our SVN repository was hosted on not-the-RAID.

I'm not convinced that the DNS server is critical for the boot order. The SQL database is, though. We could either move it to an external service (like sql.mit.edu) or onto black-mesa itself.

There may be a version of this that makes sense in the multi-host new order, but it'll be another discussion.
The SVN repository is now being served by sipb-xen-dev out of AFS.
