User suspension of VMs

Description

Once sipb-xen gets to be a "real" service, it would be nice to encourage users to keep their VMs powered off if it's a machine that doesn't need to be up all the time. People might be more encouraged to do this if they could suspend their own VMs to keep state.

Users should be able to suspend/resume their own VMs through the web interface.

We shouldn't implement this feature until we have ParaVM support (#10). Otherwise, VM clocks will become screwed up when they are suspended.

VM clocks can recover themselves with a decent NTP package. Users should be appropriately warned, but that doesn't mean they shouldn't be able to.

#29 is to encourage people to turn off their machines; this would be a nice complement to that.
