Consider allowing negative caching of DNS results

Allowing negative caching of DNS results is recommended, but not required. RFC 2308 talks about this.
Consider allowing client nameservers to cache NOERROR with 0 answers and NXDOMAIN responses by adding an SOA record to the authority section of responses.
The last field (the minimum TTL field) controls how long the negative answer is cached for.
